Founded in 2005, Access Carroll, Inc. is a private, nonprofit organization offering reduced cost integrated health care services to uninsured and low-income residents of Carroll County, Maryland. With the support of our partners and generous donors, Access Carroll strives to provide timely, efficient, affordable and high quality medical, dental, behavioral health and recovery support services. OUR HYBRID STAFFING MODEL
Access Carroll is an integrated health care organization that utilizes a hybrid staffing model including paid staff (employees), volunteer staff, and in-kind staff from Carroll Hospital and the Carroll County Health Department. In order to ensure patient care services and operations are intact, staff from all entities will follow an Access Carroll attendance and inclement weather policy.
Within Access Carroll, we share partnership space with both LabCorp and Genoa Pharmacy employees.
JOINT COMMISSION ACCREDITATION
Access Carroll voluntarily underwent a thorough evaluation by The Joint Commission. The goal of the evaluation was to determine if our facility met the Joint Commission’s rigorous performance standards in delivering quality, safe care. By meeting these standards, our facility received The Gold Seal of Approval® – an internationally recognized symbol of quality. The Joint Commission accredits and certifies more than 22,000 health care programs worldwide and focuses on continually improving health care by setting the highest standards for health care quality throughout the world. In setting the standards, The Joint Commission consults doctors, nurses, and quality and safety experts to review the current standards and make recommendations for improvements.

Behavioral Health Services Manager – Clinical Social Worker/Therapist
POSITION PURPOSE
The Behavioral Health Services Manager of Access Carroll is a behavioral health leader and integral team member that supports the core mission of Access Carroll Integrated Health Services, including services provided through the Carroll County Detention Center system of care. The Behavioral Health Services Manager promotes innovative health care initiatives to support the organization’s mission to champion and provide quality, integrated health care services for residents of Carroll County, Maryland within a person-centered model and community-based population health plan. The Behavioral Health Services Manager serves as the Clinical Supervisor of behavioral health staff and provides direct behavioral health services including comprehensive assessments, diagnoses, preparation and implementation of a treatment plan. The Behavioral Health Services Manager reports to the Executive Director administratively and to the Behavioral Health Medical Director.
POSITION DESCRIPTION
SUPERVISORY
- Serves as Behavioral Health Services Manager and Clinical Supervisor of Level I and Level II.1 services at Access Carroll and The Carroll County Detention Center, and directs treatment services in accordance with COMAR and organizational guidelines. Ensures that activities are relevant to the patient population, level of care and that appropriately trained staff are conducting treatment activities.
- Supervise clinical staff both licensed and unlicensed to facilitate implementation of behavioral health services in accordance with organizational and personnel guidelines.
- Reviews and evaluates case records monthly while patient is in treatment and at time of discharge to assure compliance with American Society of Addiction Medicine (ASAM), Code of Maryland Regulations (COMAR), and organizational policies and procedures.
- Participate in the recruitment, selection, and training of clinical staff necessary to maintain behavioral health clinical services.
- Assist in the development and management of integrated behavioral health services policies and procedures.
- Monitor documentation and care standards to include chart reviews, staff education and remediation.
- Develop, implement, and monitor policies and procedures in accordance with Joint Commission Accreditation standards.
- Participate in quality assurance and performance improvement processes, including data collection and analysis, goal setting, and team evaluation.
- Participate in the recruitment, orientation, development, disciplinary actions and evaluation of staff members.
- Conduct chart reviews and evaluations of timely and appropriate documentation of high quality patient care.
- Collaborate and promote communication within integrated health care team to facilitate integrated and efficient health services.
- Lead new initiatives of behavioral health services and champion change within an integrated environment of care.
- Participate in leadership development and educational opportunities.
- Provide outcome progress reports as requested by management.
CLINICAL
- Function as a member and leader of an integrated health care team to provide high quality and efficient behavioral health services, including primary and specialty health care, substance recovery and detoxification services, dental/oral health, diagnostic services, and social services.
- Provide direct individual, group, and/or family therapy in accordance with Behavioral Health Administration guidelines, COMAR, and ASAM.
- Conduct Behavioral Health Assessments, including court ordered assessments with appropriate documentation, resource navigation, referrals, and interagency communication.
- Maintain accurate and timely progress notes within the electronic health record, including all client contacts and client related correspondence in accordance with policies and procedures.
- Work collaboratively with the patient to design a treatment plan that addresses the individual’s behavioral health problems with both long term and short term goals as well as with measurable criteria for completion.
- Provide both program and case consultations to a variety of health, welfare and social service organizations, daily or as needed.
- Partner and maintain collaborative relationships with other providers and agencies within the community to provide integrated person centered care. External agencies and partners include Parole and Probation, Residential facilities, Civil/District Court Personnel, Attorneys, Department of Social Services, and the Carroll County Drug Treatment Court Team.
- Perform initial evaluation of patients using psychosocial tools in the patient health record (electronic and paper formats). Decisions and recommendations for the social worker/counselor include:
- Decisions regarding treatment plan design in collaboration with the client.
- Recommendations regarding a more restrictive level of care for their clients are made to their immediate supervisor.
- Recommendations for medication evaluations to providers.
- Recommendations on individuals assessed to enter treatment services.
- Treatment plan reviews every thirty days or sooner as appropriate.
- Discharge planning per policy.
- Participates in special assignments and committees both internal and external with supervisory approval. Reports content to senior level staff. Reports to clinical staff information as deemed appropriate.
- Completes all necessary training, certifications and competencies as required for social work/licensed therapy licensure and employment.
- Utilize equipment, machinery, and tools to complete required duties include computers, printers, telephones, fax machines, photocopiers, televisions/DVDs, and vehicles.
- Participate in the system development and reporting of quality assurance measures and activities.
- Adheres to the Social Work Code of Ethics or Professional Counselor and Therapist Code of Ethics.
- Attend trainings, staff meetings, and other organizational events.
- Other duties may be assigned to the Behavioral Health Services Manager position.
POSITION QUALIFICATIONS
- Possession of a Master’s Degree in Social Work (MSW) or Professional Counseling from an accredited college or university that meets the criteria of a graduate social work program accredited by the Council on Social Work Education or Licensed Professional Counselors and Therapists.
- Licensed as a Licensed Clinical Social Worker (LCSW – C), or Licensed Clinical Professional Counselor (LCPC), or higher by the State of Maryland.
- Supervision Certification from the State of Maryland as a Licensed Clinical Social Worker or Licensed Clinical Professional Counselor.
- Possess knowledge of Code of Maryland Regulations (COMAR) related to field of social work practice.
- Proficient computer skills as well as ability to document all patient care in Electronic Health System (Athena Health knowledge is a plus)
- Ability to utilize electronic equipment including computers, printers, faxes, telephones, and TV/DVD.
- Ability to utilize Breathalyzer and conduct, prepare, and process diagnostic urine drug screens.
- Maintain Confidentiality and Compliance of Standards of Care
- Possess strong organizational skills and attention to detail

- The Behavioral Health Therapist at Access Carroll is an integral member of the integrated health care team and supports the organization’s mission to champion and provide quality, integrated health care services for low-income residents of Carroll County, Maryland within a person-centered model and community-based population health plan. The Behavioral Health Therapist is responsible for supporting and providing direct behavioral health services under the direction of the Behavioral Health Services Medical Director and Behavioral Health Services Manager, including comprehensive assessments, diagnoses, preparation and implementation of a treatment plan.

- Function as a member of an integrated health care team within licensure to provide high quality and efficient behavioral health care, including substance use disorder, mental health, and case management services.
